I am applying for approval for the first time. What is the minimum level I can use?
For international acceptance of a new motorcycle approval, use the 04 series · Supplement 1. Earlier-series approvals remain possible, but their acceptance depends on the first issue date, the receiving country and the exceptions below.
- For the lighting installation on category L3 motorcycles, not a separate lamp approval.
If you intend to use the 03 series, confirm acceptance in each target country before applying.
What is the latest level, and until when can I use it?
The latest level is the 04 series · Supplement 1, in force since 22 September 2024. It adds adaptive front-lighting requirements. It does not set an expiry date for all 04-series approvals.
- For the lighting installation on category L3 motorcycles, not a separate lamp approval.

Must I update my existing approval or test report?
There is no requirement to renew every existing approval on 22 September 2024. From 1 September 2028, countries need not accept earlier-series approvals first issued after that date. From 1 September 2030, the general acceptance obligation ends, subject to the exceptions for vehicles unaffected by the 04-series changes. Approval extensions and national granting rules remain separate.
- For the lighting installation on category L3 motorcycles, not a separate lamp approval.
Check your approval’s series and first issue date against 11.12.2–11.12.8 for each intended market. A test report alone is not type approval.
