Approval and application context
The notes below help you assess the scope and conditions. The regulatory text and its exceptions govern your application.
What is the minimum level for a new type approval, and from when?
For M1 and N1 vehicles you may apply under the 09 series. From 29 November 2026 new types must meet the FL or FE requirements; from 1 January 2030 they must meet the GL or GE requirements. Small-volume manufacturers have a separate transition to GS or GT from 1 July 2030. Related R85, R154, R168 and other approvals are also required within the scope of paragraph 12.2.
- M1 and N1 vehicles; separate conditions remain for small-volume manufacturers and special-purpose vehicles.
- For N2 vehicles derived from an N1 type, with maximum mass above 3.5 and up to 5 tonnes, the authority may grant approval under N1 requirements.
Select the FL, FE, GL, GE, GS or GT route and date applicable to your vehicle and manufacturer category.
What is the latest level, and how long can it be used?
The latest level is the 09 series, effective from 30 September 2026. This date does not end every existing vehicle approval. The route you can use depends on your vehicle category, manufacturer status and the dates in paragraph 12.2. Outside the EU, countries may set their own acceptance criteria for GS or GT approvals.
- M1 and N1 vehicles; separate conditions remain for small-volume manufacturers and special-purpose vehicles.
- For N2 vehicles derived from an N1 type, with maximum mass above 3.5 and up to 5 tonnes, the authority may grant approval under N1 requirements.
Assess your approval against the 09 series together with your vehicle and manufacturer category.
Must I update my existing approval or test report? To which level, and by when?
If you hold an earlier-series approval, countries applying this Regulation generally need not accept it from 30 September 2026. Acceptance of M1/N1 approvals from small-volume manufacturers remains protected through 30 June 2030. Plan new types for the conditions applying on 29 November 2026, 1 January 2030 and, where relevant, 1 July 2030. These dates do not themselves cancel existing approvals or prohibit registration.
- M1 and N1 vehicles; separate conditions remain for small-volume manufacturers and special-purpose vehicles.
- For N2 vehicles derived from an N1 type, with maximum mass above 3.5 and up to 5 tonnes, the authority may grant approval under N1 requirements.
Plan new-type applications for the applicable date; confirm acceptance of an earlier approval with the authority where it will be used.
