Approval and application context
The notes below help you assess the scope and conditions. The regulatory text and its exceptions govern your application.
Which requirements apply when I first obtain approval?
First identify the vehicle group subject to simulation. For covered new vehicles, determine and declare CO₂ and fuel consumption using the latest tool under a licence for the relevant application case.
- Articles 2 and 4 and Annex I determine scope. Article 4 excludes certain groups from Articles 5–23; Article 9 provides a different input-data route for technologies in Annex III Appendix 1.
Identify the group and technology, then prepare the licence, component data and vehicle files.
Which is the latest version, and how long can I use it?
The latest full text is dated 1 January 2026. It includes the simulation and component-data changes made by EU 2025/258. Changes that are still proposals are not part of this text.
- This regulation does not select a Euro emission stage. Simulation scope varies by vehicle group and technology; Article 9 requires the latest simulation tool.
Prepare calculations for covered new vehicles using the current tool and applicable input-data rules.
Do I need to update my existing approval or test report?
Publication of the updated full text does not automatically invalidate every earlier approval or test report. Applicable simulation and data requirements must be met for new vehicle declarations.
- Article 24 governs conformity certificates, registration, sale and entry into service for the specified groups where Article 9 obligations are not met. It is not a general ban on every vehicle.
Check the vehicle group and new-vehicle declaration, and complete any certification required for changed components or data.
