I am applying for approval for the first time. Which level can I use, and what is the deadline?
You can use 03 series · Supplement 1 for your new application. Other countries are not required to accept earlier-series approvals first issued after 1 September 2028. An exception applies to unaffected vehicles.
- This applies to the installation of lighting and light-signalling devices on category L1 vehicles. These dates do not automatically end vehicle registration.
- A country that starts applying this Regulation after the latest series entered into force is not required to accept approvals under earlier series.
Confirm your vehicle’s series and transition conditions with the approval authority in the country where you apply.
Which is the latest level? How long can I use it?
The latest level is 03 series · Supplement 1, which entered into force on 12 June 2025. It adds options for fitting direction indicators on low-speed vehicles; it does not set a new common expiry date.
- This applies to the installation of lighting and light-signalling devices on category L1 vehicles. These dates do not automatically end vehicle registration.
- A country that starts applying this Regulation after the latest series entered into force is not required to accept approvals under earlier series.

Do I need to update my existing approval? By when?
If your earlier-series approval was first issued before 1 September 2028, general acceptance continues until 1 September 2030. After that date, acceptance is no longer mandatory, with an exception for vehicles unaffected by the 03-series changes. Existing approvals can still be extended.

- A country that starts applying this Regulation after the latest series entered into force is not required to accept approvals under earlier series.
