I am applying for approval for the first time. Which requirements apply, and what is the deadline?
For your new application, use the document templates in the 1 January 2024 version of EU 2020/683. The administrative requirements have applied since 5 July 2020; your technical approval level and application deadline depend on the other legislation for your vehicle.
- For vehicles, select the information document and paper certificate-of-conformity template for the relevant M, N or O category. For a system, component or separate technical unit, use the document for that application.
- Paper certificate-of-conformity fields 54, 55 and 56 added on 1 January 2024 cover M1, M2, M3, N1, N2, N3, O3 and O4 vehicles, not O1 or O2. Use the template for a complete, completed or incomplete vehicle, as applicable.
- Record the safety systems fitted to your vehicle in field 54 and its R155 and R156 certification status in fields 55 and 56. These fields do not make every listed system mandatory for every vehicle.
Use the template for your vehicle category and approval route in your application.
Which requirements are current? How long can I use them?
The applicable document templates are in the 1 January 2024 version of EU 2020/683. The changes to information documents, approval numbering and certificates of conformity made by EU 2025/1706 apply from 29 November 2026.
- For vehicles, select the information document and paper certificate-of-conformity template for the relevant M, N or O category. For a system, component or separate technical unit, use the document for that application.
- EU 2025/1706 amends only Annexes I, IV and VIII of EU 2020/683. Not every document field applies to every vehicle.
- Euro 7 transition dates depend separately on vehicle category, new type or new vehicle status, and manufacturer scope.
- Paper certificate-of-conformity fields 54, 55 and 56 added on 1 January 2024 cover M1, M2, M3, N1, N2, N3, O3 and O4 vehicles, not O1 or O2. Use the template for a complete, completed or incomplete vehicle, as applicable.

For documents issued from 29 November 2026, use the new fields that apply to your vehicle.
Do I need to update my existing approval or documents? By when?
The document fields amended by EU 2025/1706 apply from 29 November 2026. This is not a common expiry date for all existing vehicle approvals.

If EU 2025/1706 changes the document fields for your vehicle, prepare documents issued from 29 November 2026 accordingly.
